In this Psalm we are told about some wicked leaders who thought they could successfully oppose God and His Anointed. The Psalmist indicated that the LORD will "laugh" at them, which is meant to convey the absurdity of man's attempt to defy God. Those who persist in this, invite not only His ridicule but also His judgment.

Have you ever wondered what became of the godless men and women who have persecuted Christians down through the centuries and have sent countless believers to their deaths?  Many became deranged, slain, blind, drowned, strangled, captivity, suicide, assassinated, killed in battle. Among these was Julian the apostate. In the days of his prosperity, he is said to have pointed his dagger to heaven, defying the Son of God, whom he commonly called "the Galilean,' But when he was wounded in battle and saw that all was over for him, he exclaimed, "Thou hast conquered, O Thou Galilean." God's laughter at sinners is no laughing matter. So, "Kiss the Son, lest He be angry, and you perish in the way, when His wrath is kindled but a little. Blessed are all those who put their trust in Him." (12)
 
Christian friends, God will have the last word. He doesn't settle His accounts at the end of every day, but He will settle His accounts. Let us concede Him the victory and live in the joyful certainty of that triumph.
 
God rules as Sovereign on His throne,
He judges great and small;
And all who would defy His will,
Beneath His rod shall fall.
